What You Will Do:
We are looking for an experienced Program Manager to lead and oversee delivery of a large-scale, federally funded multi‑cloud data platform program supporting secure data access, analysis, and operations. This position is a hybrid full‑time role supporting a complex federal IT environment in Bethesda, MD.
Serve as the overall program lead responsible for successful execution of all contract requirements across the full period of performance
Provide program‑level management, oversight, and coordination for platform build, assessment and authorization, operations, and transition activities
Act as the primary interface with Government stakeholders, including participation in scheduled and ad‑hoc meetings and timely communication of decisions and action items
Develop, implement, and maintain a program management framework, including schedules, work breakdown structures, risk and issue logs, dashboards, and labor hour reporting
Oversee cost, schedule, and performance tracking, ensuring alignment with contract requirements and Not‑To‑Exceed (NTE) limitations
Lead transition‑in and transition‑out activities, ensuring continuity of operations, knowledge transfer, and proper documentation handoff
Ensure compliance with federal security, privacy, and IT policies, including coordination of assessment and authorization (ATO) efforts
Manage and oversee contractor and subcontractor personnel, ensuring staffing levels, qualifications, and performance meet contractual expectations
Provide regular program status reporting, including weekly and monthly performance updates as required
What You Will Need:
Bachelor’s Degree
A minimum of FIVE (5) years of technical experience supporting IT systems, platforms, or infrastructure in complex environments
A minimum of TWO (2) years of experience managing projects or programs of similar size and scope within a federal or highly regulated environment
Demonstrated knowledge of federal and NIH security policies and applicable IT standards
Strong background in technologies, network devices, hardware, and software relevant to enterprise IT and cloud environments
Professional certification commensurate with the role, such as PMP, CISSP, CISM, or SANS GSNA
Proven ability to lead multidisciplinary teams and communicate effectively with technical and non‑technical stakeholders
Must be able to obtain and maintain a Federal or DoD "public trust"; candidates must obtain approved adjudication of their public trust prior to onboarding with Guidehouse. Candidates with an active public trust or suitability are preferred
What Would Be Nice To Have:
Experience supporting multi‑cloud or data platform programs in a federal setting
Prior involvement with ATO, continuous monitoring, or Zero Trust initiatives
Familiarity with NIH, HHS, or other federal health‑related IT environments
